About D4 MSCA 09 Panel 76

January 1, 2026 by District 04 MSCA 09

Dear GSRs and Trusted Servants,

My name is Titus Davis, and I am honored to serve as your District Committee Member Chair (DCMC) for Panel 76, Area 09, District 4. I would like to extend a warm welcome to all current and incoming General Service Representatives (GSR), as well as anyone interested in service at the district level.

District 4 is only as strong as the groups it represents, and I truly believe this panel presents a great opportunity for collaboration, growth, and renewed participation. Whether you are a seasoned GSR or stepping into service for the first time, your voice matters and your involvement makes a difference.

I would also like to introduce our District 4 trusted servants for Panel 76:

Titus Davis – District Committee Member Chair (DCMC)

    Samantha Cervantes – Alternate DCMC

    Marilyn Eisinger – Registrar

    Julie Greenwood – Secretary

With support from Debra Lund – Area 09 Delegate

Each of these individuals brings dedication, experience, and a spirit of service to their role, and I’m grateful to be working alongside them.

I strongly encourage GSRs to attend district meetings in person whenever possible, as face-to-face connection strengthens our fellowship and enhances communication. That said, we also recognize the importance of accessibility and appreciate continued participation through other available means when needed.

Additionally, if you are aware of meetings in our district that currently do not have a GSR, I encourage you to help spread the word. Service is one of the strongest ways we carry the message beyond the meeting room, and District 4 thrives when every group has a voice.

Thank you for your willingness to serve and for everything you do for Alcoholics Anonymous. I look forward to working with all of you throughout Panel 76.

In service,

Titus Davis
District Committee Member Chair (DCMC)
Panel 76 – Area 09, District 4
Alcoholics Anonymous

Note from the Secretary: If you have a request for time during the district meeting, please try to let me know by the 15th of the month in order to allow time for the officers to discuss at their meeting and add you to the following month’s agenda. Additionally, while links are included in the slide presentation, I have heard that this is not accessible to all members. In efforts to be more accessible, I will include relevant links below “district meeting info” in each reminder email. I will continue to do my best to make sure each and every member can view all information in formats that work for YOU. If you have any constructive ideas on how I can do this better, please let me know. Thank you for allowing me to be of service, and happy new year! – Julie G

7:15pm-8:15pm PST MSCA 09 COMMITTEE SHARING SESSION

JULY – DECEMBER 2025

Service Manual Workshop hosted by various members within 93 Areas.   The Twelve Concepts for World Service (SHORT FORM) 1.Final responsibility and ultimate authority for A.A. world services should always reside in the collective conscience of our whole Fellowship. 2. The General Service Conference of A.A. has become, for nearly every practical purpose, the active voice and the effective conscience of our whole society in its world affairs. 3. To insure effective leadership, we should endow each element of AA-the Conference, the General Service Board and its service corporations, staffs, committees, and executives-with a traditional “Right of Decision.” 4. At all responsible levels, we ought to maintain a traditional “Right of Participation,” allowing a voting representation in reasonable proportion to the responsibility that each must discharge. 5. Throughout our structure, a traditional “Right of Appeal” ought to prevail, so that minority opinion will be heard and personal grievances receive careful consideration. 6. The Conference recognizes that the chief initiative and active responsibility in most world service matters should be exercised by the trustee members of the Conference acting as the General Service Board. 7.The Charter and Bylaws of the General Service Board are legal instruments, empowering the trustees to manage and conduct world service affairs. The Conference Charter is not a legal document, it relies upon tradition and the A.A. purse for final effectiveness. 8. The trustees are the principal planners and administrators of over-all policy and finance. They have custodial oversight of the separately incorporated and constantly active services, exercising this through their ability to elect all the directors of these entities. 9. Good service leadership at all levels is indispensable for our future functioning and safety. Primary world service leadership, once exercised by the founders, must necessarily be assumed by the trustees. 10.Every service responsibility should be matched by an equal service authority, with the scope of such authority well defined. 11. The trustees should always have the best possible committees, corporate service directors, executives, staffs, and consultants. Composition, qualifications, induction procedures, and rights and duties will always be matters of serious concern. 12. The Conference shall observe the spirit of A.A. tradition, taking care that it never becomes the seat of perilous wealth or power, that sufficient operating funds and reserve be its prudent financial principle; that it place none of its members in a position of unqualified authority over others; that it reach all important decisions by discussion, vote, and whenever possible, substantial unanimity, that its actions never be personally punitive nor an incitement to public controversy. that it never perform acts of government; that, like the Society it serves, it will always remain democratic in thought and action.
