Notice of the regularly scheduled monthly business meeting was distributed via e-mail. The agenda and notice that District 04 meetings are regularly held on the 1st Wednesday of each month also appears on the District 04 website on the For GSRs, D04 Business meetings page, along with the materials for the meeting.

MINUTES

  1. Call to Order and Welcome: Maryka informed all participants that the meeting will be recorded. Following the Serenity Prayer, the District Committee Member Chair (DCMC) called the meeting to order and welcomed attendees.
  2. Opening Prayer/Readings: Readings included the GSR Preamble read by Carolyn S., Tradition Three from the Twelve Traditions Checklist read by Linnea and Concept II, from the Twelve Concepts Checklist read by Meg S.
  3. Introduction of New GSRs:
    –     No New GSR’s
  4. Review and approval of prior business meeting minutes: DCMC called for review and a motion for approval of the minutes of the February 2, 2022 business meeting.
    • MOTION: A motion was duly made by Angela B. and seconded by Carolyn S. to approve the minutes of the District 04 business meeting held on February 2, 2022 as written.
    • DISCUSSION: None
    • VOTE: The motion passed
  5. Officer Reports
    a)   DCMC: Maryka

    –     H&I meeting was attended by Linnea and Maryka.
    –     District 2 DCMC Tanya D. voiced an interest in getting involved in the Area 09 Remote Communities Committee. District 2 has contributed big books to the AA bags being distributed by Remote Communities Committee. Funding provided by Area 09 has enabled the committee to order literature to compile said bags.
    –     PRASA begins on Friday. Reimbursement available through Chris P. (treasurer)
     
    b)   Alt DCMC: Angela B
    –     400 Area09 District04 stickers will be ordered
    –     Area Service Assembly (hosted by our district in June) is approaching. Angela is exploring venues. Stickers will be added to pamphlets distributed at the Area Assembly. Insurance required for venue; Angela has contacted Rich to acquire event insurance.
    –     PRASA also includes ALANON participation. PRASA is opened to all AA Members.
    –     Attended International Women’s Conference in New Mexico. Next year the conference will be Valentine’s Day weekend in Dallas Texas https://internationalwomensconference.org.
     
    c)   Registrar: Matthew L.
    1. New GSRs should complete the NEW GSR form which is available on the District’s website here. The form, when completed by the GSR, should be returned to the District 04 registrar via e-mail at registrar@longbeachaa.org.
    2. Attendance taken for zoom meeting
    3. 4 new meetings have been added to contribution page. Meeting numbers are available on the contribution page. Meetings that need new group numbers need to contact Matthew to update their information.

  6. Mid Southern California Area 09 Update
    –     Preconference mock event April 10th 2022 in District 6, location and further information will be released soon.
    –     Preconference workshop the first Wednesday in April and group conferences from GSR’s will be taken on topics discussed.
    –     Conference Agenda items available on genesis.longbeachaa.org/
    –     Area 09 will make a google form for the 80+ Agenda items and a simplified google form with 10-12 of the most prevalent agenda items will be created. Forms can be brough to groups by GSR’s to collect group conscience.
    –     March 20th inter district boot camp will have abridged copies of background info on conference topic items and information on the hot topics. This is very helpful to gather information for groups.
  7. Committee Reports & Co-Coordinating Committees
    a)   Gerry (Area09 Archivist) made an announcement about Archive Open House. Theme: Past Women Delegates The open house will be held virtual. March 26th 10am-1pm.

    b)   Maryka reported that the LGBT+ committee have ordered business cards, set up a google voice number and there is a QR code on the business card that will connect individuals to the web page.
    c)   Linnea reported gathering further information on treatment and cooperation with the professional communities. She reported attending H∓I meetings and exploring temporary contact for individuals in inpatient facilitates.
    d)   Mathew reported that the website is making new additions.

    3. Bringing agenda feedback from groups is helpful for delegate to accurately articulate group conscious at conference
    4. District 04 Area 09 Meeting recording is password protected and available on www.longbeachaa.org. Matthew’s overview begins approximately 40 minutes into the recording. GSRs can review recording to gather agenda item to bring back to their groups.
    5. Angela asked Mitchell about preamble agenda item, the conference will be addressing the previous modification made to the preamble and the impact of the change that was made.
    b)   In May, District 04 will be the first district to hear Mitchell B.’s conference share back!
    c)   At 8:32pm Maryka asked for a burning desire and New Business was closed

  1. Officer Reports

    1. DCMC: Maryka de Orla

Preconference workshop is February 12th. There is a virtual orientation for the pre-conference workshop. Information will be posted on genesis.longbeachaa.org/ website.

    1. Alt DCMC: Angela is the international conference liaison and will be relaying information about said conference when it becomes available.

District 4 is hosting an area assembly in June and Angela will be procuring a location for said assembly.

    2. Registrar: Matthew announced attendance being taking and recorded with registrar.

  1. Committee Reports & Co-Coordinating Committees

      • Corrections committee- no report (panels at terminal island still occurring)

  1. Mid Southern California Area 09 Meeting Highlights:

Budget for 2022 passed. Guidelines for various service committees were approved. Revised edition of the area 9 by laws is in commission. District 4 will be hosting zoom assembly. Volunteers are needed.

      • Election of District Committee Members (Angela B.)

Angela informed the group of the DCM position, role & responsibilities, 9 sub districts.

South West DCM Open Position

North West DCM Open Position

North East DCM Tyler K. stood for position.

South East DCM Open Position

Rossmore Los Alamitos DCM Debra L. stood for position.

Women’s Meetings DCM Maryka asked Debra to volunteer, Debra L. accepted

Men’s Meetings DCM Open Position

LGBTQ+ Meetings DCM Open Position

Marina Pacifica DCM Jim P. has served for two years, made himself available if no one else would like to stand for the position.

      • Debra L. has templates to assist GSRs/DCMs in announcements and taking reports back to their groups and made herself available to share resources such as recordings, resources and workshops, to further assist.

      • Election of Virtual Facilitator

Maryka informed the group of role and responsibility.

Gerry was nominated by Maryka to continue in the position.

Gerry accepted.

      • PRAASA (Pacific Region Alcoholics Anonymous Service Assembly) will be virtual this year. PRASA is in March 4th – 6th and registration is now open. District 1 will pay for GSR registration. Email Chris at Treasurer@longbeachaa.org and ask to be reimbursed for registration.

      • Remote communities committee (any person or group with a barrier – socioeconomic, gender, language, etc. – between the individual and receiving the message).

The standing committee is beginning their Boots on the Ground Initiative in Long Beach, Anaheim and one other location. The committee is looking to engage with the LGBTQ+, unhoused persons through Mental Health America, The Village, The Center, and an undisclosed domestic violence shelter. Curated bags will be brought to these facilities with carefully chosen AA literature, resource material, survival gear, and pamphlets. Each bag costs approximately $30/$40 to curate.

Maryka proposed a contribution of $400.00 from District 04 to create these bags specifically for the Long Beach remote communities.

Chris (treasurer)reported that the funds are available.

Discussion proceeded.

Maryka clarified that The Remote Communities Committee will also be using their budgeted funds for the material, bags will go to previously listed organizations and the staff at facilities will distribute the bags to individuals. Jim D. clarified H&I’s access to literature, and their budget to specifically meet these needs, suggested engagement with H&I.

Chris P. made a motion to contribute $400.00 to the mid southern California Area 09 Remote Communities Committee for their Boots on The Ground Initiative in Long Beach.

Jenipher Seconded the motion.

Jim P. shared minority opinion, Julie G. asked for clarification of where the other budget was. No motion to revote.

Motion was passed.



  1. GSR Concerns:

Matthew L. announced open website committee positions. Matthew made himself available to continue as chair of the website committee.

Chris P. asked that the committee positions left vacant during January’s business meeting be discussed in March’s business meeting.

Julie G. would like to bring information back to her virtual group about the DCM positions. Members of her group are all over the nation and wants to know if she should discuss the DCM positions with her group. Gregory clarified that DCM’s should serve the area where they’re represented. Additionally, he noted in the future we may need virtual DCM’s but at the moment there are many DCM positions that need to be filled. Debra further clarified the DCM roles and responsibilities.



Jim P. asked if we are requesting that virtual meetings register with GSO. Gregory clarified there are no requests being made. Suggestion was made to ask virtual groups “How would you like to register with GSO?”. Avonnee informed the group of how their virtual group received the information to get a GSR and register. She shared that having an individual come to the group and inform them of the process was extremely helpful.

Debra L shared that the P16 pamphlet answers many of the questions posed.

 

Gregory J. the financial situation is currently very positive, but the amount of money may be exceeding the minimum requirement for a 501c3. Chris P. is in the process of acquiring this information. Chris P. will bring the information to the next business meeting for discussion.

Maryka agreed to add this discussion to the agenda.

Angela reminded the group that being a new panel, we will be using a lot of the funds we currently hold.



  1. Announcements/upcoming events:



    1. Jenipher announced Surrender is Freedom every day at 7:00am

in person meetings will be closed until February 9th, 2022 (still meeting virtually)

    1. genesis.longbeachaa.org/ is now linked to the new Riverside Archives (Area 09 Archives) website.

    2. International Women’s Conference is next week virtually, contact Angela B. for more information

    3. Pow-Wow Convention is in early June with information accessible through google.com

    4. Angela asked that discussion on acquiring more stickers be brought to our next meeting.

  4. Review and Approval of Prior Business Meeting Minutes: Maryka d called for review and a motion to approve the December 1, 2021 business meeting minutes.
    Motion to approve by Chris P, seconded by Gregory J, passed with no discussion

  5. Officer Reports:

    1. DCMC: Maryka d thanked Gerry W for making new Power Point slides and facilitating the meeting, Linnea M. for serving as Secretary, and Matthew L for being the meeting host and tracking attendance anyone else? She noted that: the District meets on the first Wednesday of every month at 7 PM on Zoom, agenda and minutes posted on the District website genesis.longbeachaa.org/; the GSR School Chair will reach out to the new GSR’s; and, the Steering Committee, comprised of the five District Officers, meets the Tuesday before the District business meeting every month and anyone is welcome to audit that meeting. She introduced our guests: Manya W, Area O9 Secretary and Mitchell B Area 09 Delegate, to facilitate the election of two Officer positions, as well as Panel 70 District Registrar Wilson to facilitate the election of Standing Committee Chairs, and Coordinating Committee Liaisons. Maryka invited anyone to call her with questions or concerns.

    2. Registrar: Matthew L reported that he is keeping records up to date, will record attendance to assist the Secretary, and has been using a General Service Office online program to confirm group registrations with GSO. He asked new GSR’s to register using the form provided on the District website.

    3. Treasurer: Chris P reviewed the income, $295.90 (PayPal and checks), and expenses for the past month, reporting a balance of &9,103.27 as of January 3rd. Gregory J asked about the transition from the former Treasurer and obtaining the PO Box key. Chris responded that the transition will be complete very soon.

  1. Mid Southern CA Area 09 Update: Maryka d explained that the Area meets the second Sunday of every month, virtually and in-person, beginning with registration at 8:30 AM, with sessions involving delegate and officers’ reports and committee work starting at 9 AM, with the business meeting between noon and 2 PM. New GSR’s and any District Chair or Officer are encouraged to attend and to sign up for Area 09 newsletters and notice at MSCA09aa.org, where the home page has a “subscribe here” button. Mitchell B explained that the January meeting will be the first for Panel 72, and rules regarding prior attendance to qualify to vote will be suspended to allow new GSR’s to vote for Standing Committee Chairs.

  2. Standing Committee and Co Coordinating Committee Reports: None were made.

  3. Old Business:
    a. Motion by Gregory J, seconded by Angela B:
    All virtual AA groups are valid District 4 groups if they originate or have members who reside in MSCA 09 Dis 04. They will be recognized as District 4 Area 9 groups as long as they have no GSR representation in other districts or areas of the general service structure.
    The motion passed with no further discussion.

  4. New Business:
    a. Election of District Officers
    Mitchell explained that the Officers are chosen in accordance with the Third Legacy by a two-thirds vote, reviewed the requirements and qualifications for each position, and called for anyone interested to stand for these positions. When no one came forward, we moved onto the remaining positions. Gregory J encouraged people not to be overwhelmed by the virtual meeting, which has kept us from experiencing the real camaraderie of this group, and not to be intimidated by the responsibilities of the offices and the accomplishments of prior office holders, to know that they would receive the full support and assistance needed from members of the Executive Board. Manya W spoke about her experiences on the District 6 Board and at Area 09. Chris P created polling forms to tabulate the votes. The outcome of the elections are as follows.

b. Election of Standing Committee Chairs and Coordinating Committee Liaisons:
Wilson C reviewed the requirements and duties of each position and facilitated the voting process. At 8:28, Debra L made a motion, seconded by Matthew L, to extend the meeting for 10 minutes to complete the elections. The outcome of the elections are as follows.
