Guidelines & Bylaws for District 04 / Mid-Southern California Area 09 (MSCA 09) of Alcoholics Anonymous: Overview and Purpose Mission Statement: To serve the fellowship of Alcoholics Anonymous through General Service within District 04 of MSCA 09. Vision: To provide clear and effective leadership to the fellowship, remaining directly responsible and responsive to local groups while focusing on carrying the message to the still-suffering alcoholic. Foundation: These guidelines are built upon A.A. General Service knowledge, “The A.A. Service Manual,” the “Mid-Southern California Area 09 Bylaws, Guidelines for Structure and Procedure,” and other Conference-approved literature. District Structure and Composition District 04 is located within Los Angeles County and Orange County, California, as part of the Pacific Region of the General Service Conference Structure. It includes Santa Catalina Island and is divided into nine specific sub-districts: Geographic Sub-Districts: NE Long Beach: North of Pacific Coast Highway (PCH), east of Cherry Avenue. NW Long Beach: North of PCH, west of Cherry Avenue. SE Long Beach: South of PCH, east of Cherry Avenue (excluding Marina Pacifica). SW Long Beach: South of PCH, west of Cherry Avenue. Special Focus & Local Sub-Districts: Los Alamitos/Rossmoor Groups Marina Pacifica Groups Women’s Groups Men’s Groups LGBTQ Groups Geographic Borders The boundaries of District 04 track a specific perimeter starting from the Pacific Ocean at the southwestern corner of Long Beach, moving: North along the western city limits to the 405 Freeway. East along the 405 Freeway to San Antonio Drive, continuing east to Carson Street, and then to Hawaiian Gardens. South and West around the city of Los Alamitos to the Los Angeles/Orange County line at the 405 Freeway. South along the county line back to the Pacific Ocean.

    • Written in 1965: It was authored by former AA trustee Al S. specifically for the 1965 International Convention in Toronto. • Conference Approved: The General Service Conference affirmed its exact spirit and wording in 1971 and again in 1977, noting that the declaration should never be changed. • Bill W.'s Endorsement: It was famously recited by AA co-founder Bill W. alongside 100 other members at the Toronto convention to emphasize the fellowship’s global duty to suffering alcoholics.
