D4 Elections

District 04 Officers

  • DCMC
  • Alt DCMC
  • Secretary
  • Treasurer
  • Registrar
    • Officers will be elected for a term of 2 years beginning January 2022
    • Will serve as Panel 72 officers

DUTIES OF DISTRICT 04 OFFICERS:

  • Attend all monthly District 4 Business Meetings and the monthly District 4 Officers/Steering Committee meetings.
  • Attend all (no less than 9) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Foro de MS0A 9.
  • Participate as a member of the District Steering Committee, the Area Service Committee, and the Assembly.
  • Act as a service sponsor for replacement to ensure an orderly transfer of responsibilities.

DISTRICT COMMITTEE MEMBER CHAIR (DCMC)

  • A background in A. A. service work, which is related to the DCM position.
  • Minimum suggested sobriety of four years.
  • The time, energy, and willingness to serve the District well.
  • Availability to attend all Area Service Committee meetings, Area Assemblies, and other Area events.
  • Maintain an effective service structure throughout the District.
  • Appoint special committee chairs.
  • Visit Groups in the District that do not have GSRs, explain the importance of Group representation in A. A. through a GSR, and encourage them to elect their own GSR.
  • Visit Groups that request information on General Service, the A. A. service structure, application of the Traditions, or any other question the Group desires information on.
  • Maintain custody of keys to the District meeting room.
  • Attend and participate in all Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop. the Foro de MSCA, the Pacific Regional Alcoholics Anonymous Service Assembly (PRAASA), and the Regional Forum. Events requiring lengthy travel may be attended If District funds permit.
  • Maintain active communications between the District and the Mid-Southern California Area Delegate, the Area Service Committee
  • Encourage and assist DCMs and Standing Committee Chairs to develop leadership, knowledge, experience, and dedication to General Service work.
  • Submit verified and updated list of Eligible Voters in District 4 to the Area Chair at the last Area Service Committee meeting preceding the Election Assembly.
  • Arrange for an experienced General Service member to conduct the District election in accordance with the Third Legacy.
  • Act as a signatory for the District 4 bank account
  • Ensure that the meeting room is left clean and orderly.

ALTERNATE DISTRICT COMMITTEE MEMBER (ALT DCMC)

  • A background in A. A. service work, which is related to the DCM position.
  • Minimum suggested sobriety of four years.
  • The time, energy, and willingness to serve the District well.
  • Availability to attend all Area Service Committee meetings, Area Assemblies, and other Area events.
  • Assist the DCMC to maintain an effective service structure throughout the District.
  • Substitute for the DCMC when necessary.
  • Act as a signatory for the District 4 bank account

SECRETARY

  • Minimum suggested sobriety of two years.
  • The time, energy, and willingness to serve the District well.
  • Maintain District records and perform secretarial services.
  • Participate as a member of the District Election Committee.
  • Print and distribute the monthly District Committee meeting agenda.
  • Take the minutes of the District Business Meeting and present the minutes for approval at the next District Committee meeting.
  • When approved by the District Committee and corrections have been made, distribute the minutes and next District Committee meeting agenda to the Area Delegate, the Area Chair, the Conference Coordinator of the General Service Office in New York, and to District.
  • Maintain copies of all District minutes, agenda, and correspondence in good condition.
  • Ensure that the results of the District Election are distributed to District 4 and the Mid- Southern California Area, and that any reports required are promptly sent.
  • Process correspondence as required.
  • Notify District 04 members of meeting information via email.

TREASURER

  • Minimum suggested sobriety of two years.
  • The time, energy and willingness to serve the District well.
  • Maintain District funds securely keeping accurate permanent records of District funds disbursement
  • Validate contributing Group names and registration number with the Registrar.
  • Maintain a record of contributions to the District using the Group's name and registration number.
  • Acknowledge contributions to the district promptly by receipts to the contributors.
  • Make a copy of the Treasurer's report available to District Committee meetings for approval.
  • Provide the Secretary with a copy of the approved Treasurer’s Report.
  • *Pass the baskets for Seventh Tradition donations and record the amount contributed. (NOT 7th Tradition, but Coffee/Refreshments).
  • Ensure that District expenses, included the District Post Office Box, are paid on time.
  • Maintain and update the District 4 bank account signature cards and ensure that the DCMC, Alternate DCMC, and the Treasurer are signatories on the District 4 bank account
  • Maintain custody of the Treasurers records, District self-addressed envelopes, other Treasurer's supplies, and the key the District Post Office Box.
  • Place a supply of District self-addressed contribution envelopes on the table at each District Committee meeting for the GSRs to take to their Groups.

REGISTRAR

  • Minimum suggested sobriety of two years.
  • The time, energy and willingness to serve the District well.
  • Maintain accurate records of District officers, District Groups, and GSRs including name, address, and telephone number.
  • Participate as a member of the District Election Committee and Area Assembly.
  • Work closely with DCMs, the GSR School Chair, Secretary, Treasurer, and GSRs to keep District Group records current.
  • Inform the DCMC, the Area Registrar, the GSO Records Department, and/or the Conference Secretary of changes in Group or officer information as necessary.
  • Inform new GSRs of their Group name and number, as it is currently registered with G.S.O.
  • Distribute and collect attendance sheets at District Committee meetings.
  • Create and distribute District 4 Roster Review and verify the MSCA Secretary's “List of Eligible Voters” and submit to the DCMC for delivery to the Area Chair.

ARCHIVES COMMITTEE CHAIR

  • Develop, maintain, and promote a District 4 Archives program and collect and maintain a historical collection of A. A. material.
  • Maintain custody of the District 4 historical records, memorabilia, tapes and videos, and any donated items from Groups and individual members.
  • Research or facilitate the research of archival material at the request of the DCMC.
  • Prepare and maintain the District 4 Archives inventory.
  • Serve as a liaison with the Area Archivist and the Area Archives Committee Chair.
  • Attend all Area Archives Committee meetings.
  • Attend all (no less than 6) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Fora de MSCA.

COOPERATION WITH THE PROFESSIONAL COMMUNITY (CPC) COMMITTEE CHAIR

  • Attend all (no less than 6) Area CPC meetings and report to the District on CPC activities.
  • Form and maintain a District 4 CPC Committee made up of GSRs and other interested members.
  • Establish projects for the District 4 CPC Committee to work on.

FINANCE COMMITTEE CHAIR

  • Attend all (no less than 6) Area Finance Committee meetings and report to the District on Area financial matters.
  • Coordinate with the District 4 Treasurer to obtain District financial data for use in financial planning.
  • Prepare the annual District 4 budget.

GRAPEVINE COMMITTEE CHAIR

  • Attend all (no less than 6) Area Grapevine Committee meetings and report to the district on Grapevine activities.
  • Form and maintain a District 4 Grapevine Committee made up of Group Grapevine Representatives (GVRs) and other interested members.
  • At District meetings, inform GSRs of the availability of Grapevine products.
  • Provide “Grapevine” and “La Viña” subscription forms at each District Committee meeting.

GSR SCHOOL COMMITTEE CHAIR

  • Conduct a brief orientation for new GSRs (one half-hour prior to the District GSR meeting) and encourage them to attend the Area GSA School.
  • Participate as a member of the Area GSR School Committee.
  • Introduce new GSRs during the District Committee meeting.
  • Provide new GSRs with a copy of the “District 4 Guidelines," “The A. A. Service Manual” pamphlets, and other General Service training material.
  • Maintain custody of GSR School material. Distribute literature, as available, to new GSRs.
  • Provide donation envelopes from District 4, the Mid-Southern California Area 09, and G.S.O. to new GSRs.

INTERNATIONAL CONVENTION LIAISON COMMITTEE CHAIR

  • Attend all Area International Convention meetings and report to the District on activities.
  • Maintain International Convention activity within the District 4 territory.
  • Become knowledgeable about International Convention matters.
  • Promote attendance at the Alcoholics Anonymous International convention.

LITERATURE COMMITTEE CHAIR

  • Attend all (no less than 6) Area Literature Committee meetings and report to the District on A. A. literature activities.
  • Become familiar with the contents of A. A. literature in order to be responsive to inquiries.
  • Encourage A. A. members to become acquainted with A. A. Conference approved literature.
  • Inform District members through displays and other suitable methods, of all available Conference approved literature, literature catalog, audiovisual material, and other special items.
  • Maintain a supply of “GSR Starter Kits" for the GSR School.
  • Develop and maintain literature for District 4 as needed.
  • Communicate suggestions regarding proposed additions or changes in Conference-approved literature and audiovisual material to the District, the Area, and the General Service Office.
  • Maintain, update and distribute the District 4 “Welcome To General Service” pamphlet, annual calendar of events, and other information useful to District members.

PUBLIC INFORMATION CHAIR

  • Attend all (no less than 6) Area Public Information Committee meetings and report to the District on Pl activities.
  • Form and maintain a District Public Information Committee made up of GSRs and other interested members.
  • Develop District-approved and -funded PI projects (e.g., those found in the “Public Information Workbook”). Report on their status at District meetings.
  • Provide the DCMC a monthly written report on the status of all Public Information projects that District 4 ls involved with.

CORRECTIONS COMMITTEE CHAIR

  • Attend at least 6 Area Corrections meetings per year and report to the district on activities.
  • Form, maintain and facilitate a District 4 Corrections Committee made up of GSRs and interested members.
  • Encourage GSRs to promote Corrections Correspondence with their groups.
  • Coordinate with Harbor Area Central Office Liaison to utilize use of Harbor Area for receipt and relay of correspondence for members who prefer not giving out personal home address.
  • Pre-Release Contact –
    • Be the contact point for GSO for inmate placement in prerelease contacts for inmates being parolled in District 4.
    • Obtain contact information and names of groups willing to take in parolees into their groups upon release.
    • Send inmate information on groups willing to take them in as members after release and provide with personal contact information when provided.
    • General Service Office – Maintain open communications with the corrections Desk at the General Service Office (GSO).

TREATMENT COMMITTEE CHAIR

  • Attend at least 6 Area Treatment Facilities meetings per year and report to the district on activities.
  • Form, maintain and facilitate a District 4 Treatment Facilities Committee made up of GSRs and interested members.
  • Encourage GSRs to promote Treatment Facilities “Bridging the Gap” program with their groups.
  • Send letters to all treatment facilities in the district explaining what A.A. does and does not do..(The video “Hope: Alcoholics Anonymous” has been a useful tool for both staff and patients.)
  • Coordinate with H & I and facility administration, to take A.A. meetings into facilities within the district.
  • Encourage group participation for them to have a representative on the T.F. committee.
  • Coordinate temporary group member contact information for inpatients being released.
  • Arrange purchase and distribution of literature for these groups and meetings.
  • Seek to understand, respect, and adhere to all treatment facility regulations in the district.
  • Make information about A.A.’s function and purpose available to treatment staff.
  • Assist in the formation of new A.A. meetings in treatment facilities.
  • Coordinate with G.S.O. Treatment Facilities desk to help maintain a mailing list of treatment facilities chairperson and committee members.

DCMS

  • Maintain an effective service structure in the Subdistrict.
  • Attend all meetings District 4 Business Meetings.
  • Attend and participate in all (no less than 6) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Foro de MSCA.
  • Participate as a member of the District Steering Committee, the Area Service Committee, and the Area Assembly.
  • Work toward full representation of all the Groups in the Subdistrict at all District Committee meetings, Area Service Committee meetings, Area Assemblies, the Servathon the Pre-Conference Workshop and the Foro de MSCA.
  • Contact GSRs prior to the monthly District 4 Business meeting and encourage them to attend. Advise them of the date and time of the next District Committee meeting and the next MSCA meeting.
  • Assist the District Registrar in obtaining current Group information to update the District records, the Area roster, and the "Western United States Directory."
  • Encourage and assist GSRs to develop leadership! knowledge and experience of General Service work.
  • Service sponsor Subdistrict GSRs by continuing their study of the Traditions, Concepts, “The AA Group” pamphlet, “The A. A. Service Manual,” “Box 4-5-9,” and other General Service material.
  • Visit Groups In the Subdistrict that do not have GSRs; explain the importance of Group representation in A. A. through a GSR; and encourage them to elect their own GSR.
  • Act as service sponsor for replacement to ensure an orderly transfer of responsibilities.

HARBOR AREA SERVICE COMMITTEE

  • Attend all HASC and local Committee meetings and report to the district on intergroup activities.
  • Attend all Harbor Area Service Committee meetings and report to District 4 on HASC activities.
  • Maintain activity in District 4 intergroup projects.
  • Coordinate any General Service and Intergroup activities that are required.
  • Attend all meetings of the District 4 Committee and the District 4 Steering Committee.
  • Act as service sponsor for replacement to ensure an orderly transfer of responsibilities.

YOUNG PEOPLE IN A.A.

  • Attend all (no less than 6) MSC Area 09 and local YPAA committee meetings and report to the district on YPAA activities.
  • Attend all meetings of the District 4 Committee and the District 4 Steering Committee.
  • Maintain activity in YPAA projects in the District 4 territory.
  • Coordinate any General Service and YPAA activities that are required.
  • Act as service sponsor for replacement to ensure an orderly transfer of responsibilities.
