“AA’s far flung Twelfth Step activities, carrying the message to the next sufferer, are the very lifeblood of our AA adventure. Without this vital activity, we would soon become anemic; we would literally wither and die.

“Now where do AA’s services—worldwide, area, local—fit into our scheme of things? Why should we provide these functions with money? The answer is simple enough. Every single AA service is designed to make more and better Twelfth Step work possible, whether it be a group meeting place, a central or intergroup office to arrange hospitalization and sponsorship, or the world service Headquarters [now the General Service Office] to maintain unity and effectiveness all over the globe.

“Though not costly, these service agencies are absolutely essential to our continued expansion —to our survival as a Fellowship. Their costs are a collective obligation that rests squarely upon all of us. Our support of services actually amounts to a recognition on our part that AA must everywhere function in full strength—and that, under our Tradition of self-support, we are all going to foot the bill.”

Finance Committee Chair Responsibilities:

  • Attend all (no less than 6) Area Finance Committee meetings and report to the District on Area financial matters.
  • Coordinate with the District 4 Treasurer to obtain District financial data for use in financial planning.
  • Prepare the annual District 4 budget.

Oral Histories Kit from GSO

MSCA 09 Group History Form

  • Develop, maintain, and promote a District 4 Archives program and collect and maintain a historical collection of A. A material.
  • Maintain custody of the District 4 historical records, memorabilia, tapes and videos, and any donated items from Groups and individual members.
  • Research or facilitate the research of archival material at the request of the DCMC.
  • Prepare and maintain the District 4 Archives inventory.
  • Serve as a liaison with the Area Archivist and the Area Archives Committee Chair.
  • Attend all Area Archives Committee meetings.

Public Information Workbook

Public Information Kit

The primary purpose of members involved in Public Information Service work is to carry the AA message to the still suffering alcoholic.

Public Information conveys AA information to the general public through activities such as providing AA resources and literature to schools, colleges and libraries.

Also, Public Information Committee members may give AA informational talks to civic and city organizations as well as schools and public service departments.

Insuring local media have accurate information and providing them with the latest AA public service announcements are also ways the Public Information Committee can be useful.

While there is some overlap between PI and CPC, Public Information serves the community at large, in the hope that doing so, will ultimately help the alcoholic.

District 04 is here to answer any of your PI questions and to help facilitate your Public Information Committee goals (excerpts taken from the Public Information Workbook 1994)

1. Attend all (no less than 6) Area Public Information Committee meetings and report to the District on Pl activities.

2. Form and maintain a District Public Information Committee made up of GSRs and other interested members.

3. Develop District-approved and -funded PI projects (e.g., those found in the “Public Information Workbook”). Report on their status at District meetings.

4. Provide the DCMC a monthly written report on the status of all Public Information projects that District 4 ls involved with.

District Officer Roles & Responsibilities

All District 4 0fficers shall perform the following duties.

  1. Attend all meetings of the District 4 Committee and the District 4 Steering
    Committee.
  2. Attend all (no less than 9) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Foro de MSCA 9.
  3. Participate as a member of the District Steering Committee, the Area Service Committee, and the Assembly.
  4. Act as a service sponsor for replacement to ensure an orderly transfer of responsibilities.

District Committee Member Chair (DCMC)

  1. Maintain an effective service structure throughout the District.
  2. Appoint special committee chairs.
  3. Visit Groups in the District that do not have GSRs, explain the importance of Group representation in A. A. through a GSR, and encourage them to elect their own GSR.
  4. Visit Groups that request information on General Service, the A. A. service structure, application of the Traditions, or any other question the Group desires information on.
  5. Maintain custody of keys to the District meeting room.
  6. Attend and participate in all Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop. the Foro de MSCA, the Pacific Regional Alcoholics Anonymous Service Assembly (PRAASA), and the Regional Forum. Events requiring lengthy travel may be attended if the District funds permit.
  7. Maintain active communications between the District and the Mid-Southern California Area Delegate, the Area Service Committee, and the General Service Office of New York.
  8. Encourage and assist DCMs and Standing Committee Chairs to develop leadership, knowledge, experience, and dedication to General Service work.
  9. Submit verified and updated list of Eligible Voters in District 4 to the Area Chair at the last Area Service Committee meeting preceding the Election Assembly.
  10. Arrange for an experienced General Service member to conduct the District election in accordance with the Third Legacy.
  11. Act as a signatory for the District 4 bank account
  12. Ensure that the meeting room is left clean and orderly.

Alternate DCMC

  1. Assist the DCMC to maintain an effective service structure throughout the District.
  2. Substitute for the DCMC when necessary.
  3. Act as a signatory for the District 4 bank account.

Secretary

  1. Maintain District records and perform secretarial services.
  2. Participate as a member of the District Election Committee.
  3. Print and distribute the monthly District Committee meeting agenda.
  4. Take the minutes of the District Committee meeting and the District Steering Committee meeting. Present the minutes for approval at the next District Committee meeting.
  5. When approved by the District Committee and corrections have been made, distribute the minutes and next District Committee meeting agenda to the Area Delegate, the Area Chair, the Conference Coordinator of the General Service Office in New York, and to District 4.
  6. Maintain copies of all District minutes, agenda, and correspondence in good condition.
  7. Ensure that the results of the District Election are distributed to District 4 and the Mid- Southern California Area, and that any reports required are promptly sent Process correspondence as required.

Treasurer

  1. Maintain District funds securely keeping accurate permanent records of District funds disbursement.
  2. Validate contributing Group names and registration numbers with the Registrar.
  3. Maintain a record of contributions to the District using the Group’s name and registration number.
  4. Acknowledge contributions to the district promptly by receipts to the contributors.
  5. Make a copy of the Treasurer’s report available to District Committee meetings for approval.
  6. Provide the Secretary with a copy of the approved Treasurer’s Report.
  7. Pass the baskets for Seventh Tradition donations and record the amount
    contributed. (NOT 7th Tradition, but Coffee/Refreshments).
  8. Ensure that District expenses, included the District Post Office Box, are paid on time.
  9. Maintain and update the District 4 bank account signature cards and ensure that the DCMC, Alternate DCMC, and the Treasurer are signatories on the District 4 bank account
  10. Maintain custody of the Treasurers’ records, District self-addressed envelopes, other Treasurer’s supplies, and the key the District Post Office Box.
  11. Place a supply of District self-addressed contribution envelopes on the table at each District Committee meeting for the GSRs to take to their Groups.

Registrar

  1. Maintain accurate records of District officers, District Groups, and GSRs including name, address, and telephone number.
  2. Participate as a member of the District Election Committee and Area Assembly.
  3. Work closely with DCMs, the GSR School Chair, Secretary, Treasurer, and GSRs to keep District Group records current.
  4. Inform the DCMC, the Area Registrar, the GSO Records Department, and/or the conference Secretary of changes in Group or officer information as necessary.
  5. Inform new GSRs of their Group name and number, as it is currently registered with G.S.O.
  6. Distribute and collect attendance sheets at District Committee meetings.
  7. Create and distribute District 4 Roster and reminder mailers before each District Committee meeting, District Steering Committee meeting, and MSCA meetings.
  8. Review and verify the MSCA Secretary’s “List of Eligible Voters” and submit to the DCMC for delivery to the Area Chair.

Treatment Facilities Committee P70

Treatment Facilities Workbook

1. Attend at least 6 Area Treatment Facilities meetings per year and report to the district on activities.

2. Form, maintain, and facilitate a District 4 Treatment Facilities Committee made up of GSRs and interested members.

3. Encourage GSRs to promote Treatment Facilities “Bridging the Gap” program with their groups.

4. Send letters to all treatment facilities in the district explaining what A.A. does and does not do. (The video “Hope: Alcoholics Anonymous” has been a useful tool for both staff and patients.)

5. Coordinate with H & I and facility administration, to take A.A. meetings into facilities within the district.

6. Encourage group participation for them to have a representative on the T.F. committee.

7. Coordinate temporary group member contact information for inpatients being released.

8. Arrange purchase and distribution of literature for these groups and meetings.

9. Seek to understand, respect, and adhere to all treatment facility regulations in the district.

10. Make information about A.A.’s function and purpose available to treatment staff.
