District 04 Officers

  • DCMC

    • Officers will be elected for a term of 2 years beginning January 2022
    • Will serve as Panel 72 officers

DUTIES OF DISTRICT 04 OFFICERS:

  • Attend all monthly District 4 Business Meetings and the monthly District 4 Officers/Steering Committee meetings.
  • Attend all (no less than 9) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Foro de MS0A 9.
  • Participate as a member of the District Steering Committee, the Area Service Committee, and the Assembly.
  • Act as a service sponsor for replacement to ensure an orderly transfer of responsibilities.

DISTRICT COMMITTEE MEMBER CHAIR (DCMC)

  • A background in A. A. service work, which is related to the DCM position.
  • Minimum suggested sobriety of four years.
  • The time, energy, and willingness to serve the District well.
  • Availability to attend all Area Service Committee meetings, Area Assemblies, and other Area events.
  • Maintain an effective service structure throughout the District.
  • Appoint special committee chairs.
  • Visit Groups in the District that do not have GSRs, explain the importance of Group representation in A. A. through a GSR, and encourage them to elect their own GSR.
  • Visit Groups that request information on General Service, the A. A. service structure, application of the Traditions, or any other question the Group desires information on.
  • Maintain custody of keys to the District meeting room.
  • Attend and participate in all Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop. the Foro de MSCA, the Pacific Regional Alcoholics Anonymous Service Assembly (PRAASA), and the Regional Forum. Events requiring lengthy travel may be attended If District funds permit.
  • Maintain active communications between the District and the Mid-Southern California Area Delegate, the Area Service Committee
  • Encourage and assist DCMs and Standing Committee Chairs to develop leadership, knowledge, experience, and dedication to General Service work.
  • Submit verified and updated list of Eligible Voters in District 4 to the Area Chair at the last Area Service Committee meeting preceding the Election Assembly.
  • Arrange for an experienced General Service member to conduct the District election in accordance with the Third Legacy.
  • Act as a signatory for the District 4 bank account
  • Ensure that the meeting room is left clean and orderly.

ALTERNATE DISTRICT COMMITTEE MEMBER (ALT DCMC)

  • A background in A. A. service work, which is related to the DCM position.
  • Minimum suggested sobriety of four years.
  • The time, energy, and willingness to serve the District well.
  • Availability to attend all Area Service Committee meetings, Area Assemblies, and other Area events.
  • Assist the DCMC to maintain an effective service structure throughout the District.
  • Substitute for the DCMC when necessary.
  • Act as a signatory for the District 4 bank account

SECRETARY

  • Minimum suggested sobriety of two years.
  • The time, energy, and willingness to serve the District well.
  • Maintain District records and perform secretarial services.
  • Participate as a member of the District Election Committee.
  • Print and distribute the monthly District Committee meeting agenda.
  • Take the minutes of the District Business Meeting and present the minutes for approval at the next District Committee meeting.
  • When approved by the District Committee and corrections have been made, distribute the minutes and next District Committee meeting agenda to the Area Delegate, the Area Chair, the Conference Coordinator of the General Service Office in New York, and to District.
  • Maintain copies of all District minutes, agenda, and correspondence in good condition.
  • Ensure that the results of the District Election are distributed to District 4 and the Mid- Southern California Area, and that any reports required are promptly sent.
  • Process correspondence as required.
  • Notify District 04 members of meeting information via email.

TREASURER

  • Minimum suggested sobriety of two years.
  • The time, energy and willingness to serve the District well.
  • Maintain District funds securely keeping accurate permanent records of District funds disbursement
  • Validate contributing Group names and registration number with the Registrar.
  • Maintain a record of contributions to the District using the Group's name and registration number.
  • Acknowledge contributions to the district promptly by receipts to the contributors.
  • Make a copy of the Treasurer's report available to District Committee meetings for approval.
  • Provide the Secretary with a copy of the approved Treasurer’s Report.
  • *Pass the baskets for Seventh Tradition donations and record the amount contributed. (NOT 7th Tradition, but Coffee/Refreshments).
  • Ensure that District expenses, included the District Post Office Box, are paid on time.
  • Maintain and update the District 4 bank account signature cards and ensure that the DCMC, Alternate DCMC, and the Treasurer are signatories on the District 4 bank account
  • Maintain custody of the Treasurers records, District self-addressed envelopes, other Treasurer's supplies, and the key the District Post Office Box.
  • Place a supply of District self-addressed contribution envelopes on the table at each District Committee meeting for the GSRs to take to their Groups.

REGISTRAR

  • Minimum suggested sobriety of two years.
  • The time, energy and willingness to serve the District well.
  • Maintain accurate records of District officers, District Groups, and GSRs including name, address, and telephone number.
  • Participate as a member of the District Election Committee and Area Assembly.
  • Work closely with DCMs, the GSR School Chair, Secretary, Treasurer, and GSRs to keep District Group records current.
  • Inform the DCMC, the Area Registrar, the GSO Records Department, and/or the Conference Secretary of changes in Group or officer information as necessary.
  • Inform new GSRs of their Group name and number, as it is currently registered with G.S.O.
  • Distribute and collect attendance sheets at District Committee meetings.
  • Create and distribute District 4 Roster Review and verify the MSCA Secretary's “List of Eligible Voters” and submit to the DCMC for delivery to the Area Chair.

ARCHIVES COMMITTEE CHAIR

  • Develop, maintain, and promote a District 4 Archives program and collect and maintain a historical collection of A. A. material.

  • Research or facilitate the research of archival material at the request of the DCMC.
  • Prepare and maintain the District 4 Archives inventory.
  • Serve as a liaison with the Area Archivist and the Area Archives Committee Chair.
  • Attend all Area Archives Committee meetings.
  • Attend all (no less than 6) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Fora de MSCA.

COOPERATION WITH THE PROFESSIONAL COMMUNITY (CPC) COMMITTEE CHAIR

  • Attend all (no less than 6) Area CPC meetings and report to the District on CPC activities.
  • Form and maintain a District 4 CPC Committee made up of GSRs and other interested members.
  • Establish projects for the District 4 CPC Committee to work on.

FINANCE COMMITTEE CHAIR

  • Attend all (no less than 6) Area Finance Committee meetings and report to the District on Area financial matters.
  • Coordinate with the District 4 Treasurer to obtain District financial data for use in financial planning.
  • Prepare the annual District 4 budget.

GRAPEVINE COMMITTEE CHAIR

  • Attend all (no less than 6) Area Grapevine Committee meetings and report to the district on Grapevine activities.
  • Form and maintain a District 4 Grapevine Committee made up of Group Grapevine Representatives (GVRs) and other interested members.
  • At District meetings, inform GSRs of the availability of Grapevine products.
  • Provide “Grapevine” and “La Viña” subscription forms at each District Committee meeting.

GSR SCHOOL COMMITTEE CHAIR

  • Conduct a brief orientation for new GSRs (one half-hour prior to the District GSR meeting) and encourage them to attend the Area GSA School.
  • Participate as a member of the Area GSR School Committee.
  • Introduce new GSRs during the District Committee meeting.
  • Provide new GSRs with a copy of the “District 4 Guidelines," “The A. A. Service Manual” pamphlets, and other General Service training material.
  • Maintain custody of GSR School material. Distribute literature, as available, to new GSRs.
  • Provide donation envelopes from District 4, the Mid-Southern California Area 09, and G.S.O. to new GSRs.

INTERNATIONAL CONVENTION LIAISON COMMITTEE CHAIR

  • Attend all Area International Convention meetings and report to the District on activities.
  • Maintain International Convention activity within the District 4 territory.
  • Become knowledgeable about International Convention matters.
  • Promote attendance at the Alcoholics Anonymous International convention.

LITERATURE COMMITTEE CHAIR

  • Attend all (no less than 6) Area Literature Committee meetings and report to the District on A. A. literature activities.
  • Become familiar with the contents of A. A. literature in order to be responsive to inquiries.
  • Encourage A. A. members to become acquainted with A. A. Conference approved literature.
  • Inform District members through displays and other suitable methods, of all available Conference approved literature, literature catalog, audiovisual material, and other special items.
  • Maintain a supply of “GSR Starter Kits" for the GSR School.
  • Develop and maintain literature for District 4 as needed.
  • Communicate suggestions regarding proposed additions or changes in Conference-approved literature and audiovisual material to the District, the Area, and the General Service Office.
  • Maintain, update and distribute the District 4 “Welcome To General Service” pamphlet, annual calendar of events, and other information useful to District members.

PUBLIC INFORMATION CHAIR

  • Attend all (no less than 6) Area Public Information Committee meetings and report to the District on Pl activities.
  • Form and maintain a District Public Information Committee made up of GSRs and other interested members.
  • Develop District-approved and -funded PI projects (e.g., those found in the “Public Information Workbook”). Report on their status at District meetings.
  • Provide the DCMC a monthly written report on the status of all Public Information projects that District 4 ls involved with.

CORRECTIONS COMMITTEE CHAIR

  • Attend at least 6 Area Corrections meetings per year and report to the district on activities.
  • Form, maintain and facilitate a District 4 Corrections Committee made up of GSRs and interested members.
  • Encourage GSRs to promote Corrections Correspondence with their groups.
  • Coordinate with Harbor Area Central Office Liaison to utilize use of Harbor Area for receipt and relay of correspondence for members who prefer not giving out personal home address.
  • Pre-Release Contact –
    • Be the contact point for GSO for inmate placement in prerelease contacts for inmates being parolled in District 4.
    • Obtain contact information and names of groups willing to take in parolees into their groups upon release.
    • Send inmate information on groups willing to take them in as members after release and provide with personal contact information when provided.
    • General Service Office – Maintain open communications with the corrections Desk at the General Service Office (GSO).

TREATMENT COMMITTEE CHAIR

  • Attend at least 6 Area Treatment Facilities meetings per year and report to the district on activities.
  • Form, maintain and facilitate a District 4 Treatment Facilities Committee made up of GSRs and interested members.
  • Encourage GSRs to promote Treatment Facilities “Bridging the Gap” program with their groups.
  • Send letters to all treatment facilities in the district explaining what A.A. does and does not do..(The video “Hope: Alcoholics Anonymous” has been a useful tool for both staff and patients.)
  • Coordinate with H & I and facility administration, to take A.A. meetings into facilities within the district.
  • Encourage group participation for them to have a representative on the T.F. committee.
  • Coordinate temporary group member contact information for inpatients being released.
  • Arrange purchase and distribution of literature for these groups and meetings.
  • Seek to understand, respect, and adhere to all treatment facility regulations in the district.
  • Make information about A.A.’s function and purpose available to treatment staff.
  • Assist in the formation of new A.A. meetings in treatment facilities.
  • Coordinate with G.S.O. Treatment Facilities desk to help maintain a mailing list of treatment facilities chairperson and committee members.

DCMS

  • Maintain an effective service structure in the Subdistrict.
  • Attend all meetings District 4 Business Meetings.
  • Attend and participate in all (no less than 6) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Foro de MSCA.
  • Participate as a member of the District Steering Committee, the Area Service Committee, and the Area Assembly.
  • Work toward full representation of all the Groups in the Subdistrict at all District Committee meetings, Area Service Committee meetings, Area Assemblies, the Servathon the Pre-Conference Workshop and the Foro de MSCA.
  • Contact GSRs prior to the monthly District 4 Business meeting and encourage them to attend. Advise them of the date and time of the next District Committee meeting and the next MSCA meeting.
  • Assist the District Registrar in obtaining current Group information to update the District records, the Area roster, and the "Western United States Directory."
  • Encourage and assist GSRs to develop leadership! knowledge and experience of General Service work.
  • Service sponsor Subdistrict GSRs by continuing their study of the Traditions, Concepts, “The AA Group” pamphlet, “The A. A. Service Manual,” “Box 4-5-9,” and other General Service material.
  • Visit Groups In the Subdistrict that do not have GSRs; explain the importance of Group representation in A. A. through a GSR; and encourage them to elect their own GSR.
  • Act as service sponsor for replacement to ensure an orderly transfer of responsibilities.

In Memoriam 2020

 As we look back at the year 2020 – we take a moment to remember some of the remarkable people who graced our lives and the AA community.

In particular, Mark J., the archivist prior to me, whose invention of the ‘Archives Monthly Mailing’ is a gift to all of us; keeping the archives fresh and relevant.

May their memories always be a blessing.

A Loving Tribute to my Sponsor Alma K.

The Alcoholics Anonymous Community lost a shining star over the summer. Alma K. passed away on August 19, 2020 at the age of 93. She passed a few weeks before what would have been her 48th year of sobriety on October 14, 2020. During her many years of sobriety Alma sponsored dozens of women and tirelessly spread the message of hope in recovery. At the time of her passing, Alma was still sponsoring close to twenty women, many of whom have decades of sobriety. She once told me that she was so proud to still be sponsoring her very first sponsee. A woman that she had begun sponsoring 46 years earlier, when she was just a few years sober herself. 

Shortly after Alma joined AA she co-founded the Long Beach Naples Woman’s Meeting. That meeting has become one of the best known and largest women’s meetings in the entire area. At the time of her passing, there were four generations of AA sponsorship in that meeting in direct succession to Alma. She worked continually to help other women to recover from the disease of alcoholism. 

Alma loved people in general and always tried to attend as many meetings as possible. Throughout her life, she hosted AA sponsee meetings and sponsee dinner parties in her home. She was known for her Annual AA Woman’s Christmas Parties. Alma was totally committed to AA and enjoyed using Zoom over the last few months to attend AA meetings on a regular basis. She told me that she thought it was great fun to be able to attend out of state and even international AA meetings through Zoom. 

Alma was grateful for the gifts that sobriety had given her. She was proud of her 3 children and often spoke fondly of her deceased husband, Frank, who had a career as an NFL Referee. Years ago Alma wrote a column for the Long Beach Press Telegram. She also wrote a children’s book. Later in life, she became a successful, award winning realtor. She always said that her greatest accomplishment was that she got sober in AA, because without sobriety, nothing else would have been possible. 

As a sponsor, Alma was gracious, kind, light-hearted and loving. She was like a second mother to me. She taught me to deal with life on life’s terms with dignity and grace. Alma believed that we should always show respect for AA and the program that had saved our lives. Her motto was to always have “Classy Sobriety”. I will always love Alma K. and will always think of her as a bright light in the dark world of addiction. I miss her so much!

Mark J

Our friend Mark J passed away this past September. He had been in our program since 2012 and had been extremely active in service much of that time. Mark had become a Harbor Area Service Committee member and was quickly elected to the Chair 5 position on the Board. He performed all the tasks required of him as he rapidly rose to Chair 1, becoming the Chairman of the HASC. One of his many accomplishments during his tenure on the Board was to re-invigorate the Central Office Archives activities.

Mark was one of the smartest people I've ever known. No, he wasn't just smart, he was brilliant. He was a walking dictionary, thesaurus and encyclopedia all rolled into one. Even though he was soft-spoken and modest, when he spoke, those lucky enough to be ar1ound listened. In our men's book club, when we encountered a challenging word, we'd look at Mark and, off the top of his head, he'd provide us with the correct pronunciation, the definition and most of the time the Latin root of the word in question.

Mark was an accomplished outdoorsman, often hiking off-trail for 7-10 days, alone! All with just a backpack, a compass and a few topographical maps.

Unfortunately, Mark's last two years were incredibly difficult. After a year of treatment for cancer, Mark took a fall in his apartment, breaking his back. Sadly, this incredibly fit man wound up paralized until his untimely death.

Mark, your contributions to society and to our organization will always be appreciated and will never be forgotten. Rest in Peace, my friend.

Debra K

“It could have been 4 months, but I got 6.” This was the looking and seeing the glass half full optimism of Debra K when a slip and fall on her front porch took her from an abled bodied person to a quadriplegic six months into her sobriety. Through the next 8 plus years of her sobriety she never wavered from that view of life. To the East Willow Discussion Group, where she was a regular, she was an inspiration.

To the newcomer she was always welcoming and generous in her sharing of working the steps and embracing the program of AA. Not surprisingly, that process of work, self-examination and surrender in working the steps was something we all shared as common ground. Yet, there she was, week after week, cruising into the meeting room in her motorized wheelchair. So different in sight than the rest of us but just another alcoholic like the rest of us.

Deborah was a source of amazement to me. When I visited her and saw her situation, it was almost incredible that she should still choose to stay sober. She was an example to me. I clearly remember that when I told my ‘homies’ that my wife Diane was diagnosed with pancreatic cancer, she immediately phoned me and said, ‘Now you know why you became sober.’ She was not schmaltzy. She was a straight shooter. I was still in shock but realized that I had a loving duty ahead of me. And when Dianne passed away, she spent almost an hour strengthening me.

‘Scotty’, AKA Hugh McI

‘Scotty’, AKA Hugh McI passed away from the effects of Covid-19 on May 27th

When I was new it seemed, he was at every meeting I attended, greeting you with a warm welcoming Scottish brogue and always a hand out. He was the ‘Seat Tsar’ at the Seal Beach Speaker meeting, managing against the rules of course, to save the entire back row every Monday. There was always a seat for a pretty girl or a newcomer.

He was hit by a car several years ago and has since been in a board and care facility, managed by hook or crook and the loving help of fellow alcoholics to make it to the Monday night Seal beach Speaker meeting.

He will be missed.

Mike R

Mike R’s empathy, compassion and openness were some of the most visible traits in his dealings with others and life in general. Through AA, these qualities were magnified tenfold. Mike was the consummate master in “pulling one’s cover,” and he achieved this in a most understanding and loving way. Mike was indeed welcomed into a “new” life and AA made certain that he would practice “these” principles in all his affairs. Mike’s humor and wit (albeit, somewhat dry at times) are merely just a few of the memorable characteristics that touched many and will remain a source of comfort for those of us who shared part of his life.

The sharing in the 6:30 a.m. Attitude Adjustment meeting in the Grange Hall in Quartz Hill, California that morning was popcorn-fast. With only five minutes left to share, I was afraid I wouldn’t get to reveal my ulterior motive for attending. After half of the 35 bushy-tailed alcoholics had shared (far too exuberantly for such an ungodly hour) with minutes to spare, I revealed my purpose. I was visiting from Wrightwood about an hour away, planning to spend the day at the nearby hospital in Lancaster with my sponsor who had suffered a stroke 12 days earlier. If enough people showed up, there would be an AA meeting in John’s ICU room at 3:00 that afternoon. Several enthusiastic alcoholics accosted me after the meeting, asking about details.

I shared with the six folks who showed up at 2:45 p.m. that John was unconscious, in a coma, but with normal brainwave activity, and could likely hear what we shared. Ranging in sobriety from Nancy with eight months to Andy with more than 30 years (Raymond and I both graduated from the School of Hard Alcohol Knocks in 2005), this was no glum lot! Knowing John’s sense of humor, you could have accurately called us the “Crazy Eight.” The spirit in the room was jovial, irreverent, and contagious. They mercilessly ribbed one another, referencing insider information that only regular attendance at the Grange Hall could have revealed. Crosstalk ricocheted off the tubes, drip-bags, and monitors, and was mainly aimed at John, thankful for his years of service and prayerful for his full recovery.

Having shared first, I told them that John had been active in General Service for 33 of his 35 years sober and had significantly influenced my service-centric sobriety, so service became the topic of our hour-long meeting. I’d heard Larry and Fred share at the Grange during previous visits, but this was far more personal and intimate, with them extending love and care to a fellow alcoholic whom none of them had ever met. I later told Pam (John’s wife) that Nancy and Helen standing on either side of the hospital bed stroked his hands during the meeting while Andy massaged his feet, and – not to worry – John was a gentleman through it all


I finished the sharing by reading a Grapevine story to them about their revered meeting hall, which was published under the name, “Checked by the Chip Chick,” in June of 2011. We prayed out with the Lord’s Prayer, enfolding John into the circle by holding his warm hands. Once the meeting was over, we spontaneously and simultaneously took hold of him, and for several minutes there was a hubbub of softly spoken prayers. Thus far in my 15 short years of sobriety, I haven’t witnessed a more touching example of AA service.

John passed away three years after I wrote this story, in July 2020 with 38 years of sobriety.

District Officer Roles & Responsibilities

All District 4 0fficers shall perform the following duties.

  1. Attend all meetings of the District 4 Committee and the District 4 Steering
    Committee.
  2. Attend all (no less than 9) Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop, and the Foro de MSCA 9.
  3. Participate as a member of the District Steering Committee, the Area Service Committee, and the Assembly.
  4. Act as a service sponsor for replacement to ensure an orderly transfer of responsibilities.

District Committee Member Chair (DCMC)

  1. Maintain an effective service structure throughout the District.
  2. Appoint special committee chairs.
  3. Visit Groups in the District that do not have GSRs, explain the importance of Group representation in A. A. through a GSR, and encourage them to elect their own GSR.
  4. Visit Groups that request information on General Service, the A. A. service structure, application of the Traditions, or any other question the Group desires information on.
  5. Maintain custody of keys to the District meeting room.
  6. Attend and participate in all Area Service Committee meetings, Area Assemblies, the Servathon, the Pre-Conference Workshop. the Foro de MSCA, the Pacific Regional Alcoholics Anonymous Service Assembly (PRAASA), and the Regional Forum. Events requiring lengthy travel may be attended if the District funds permit.
  7. Maintain active communications between the District and the Mid-Southern California Area Delegate, the Area Service Committee, and the General Service Office of New York.
  8. Encourage and assist DCMs and Standing Committee Chairs to develop leadership, knowledge, experience, and dedication to General Service work.
  9. Submit verified and updated list of Eligible Voters in District 4 to the Area Chair at the last Area Service Committee meeting preceding the Election Assembly.
  10. Arrange for an experienced General Service member to conduct the District election in accordance with the Third Legacy.
  11. Act as a signatory for the District 4 bank account
  12. Ensure that the meeting room is left clean and orderly.

Alternate DCMC

  1. Assist the DCMC to maintain an effective service structure throughout the District.
  2. Substitute for the DCMC when necessary.
  3. Act as a signatory for the District 4 bank account.

Secretary

  1. Maintain District records and perform secretarial services.
  2. Participate as a member of the District Election Committee.
  3. Print and distribute the monthly District Committee meeting agenda.
  4. Take the minutes of the District Committee meeting and the District Steering Committee meeting. Present the minutes for approval at the next District Committee meeting.
  5. When approved by the District Committee and corrections have been made, distribute the minutes and next District Committee meeting agenda to the Area Delegate, the Area Chair, the Conference Coordinator of the General Service Office in New York, and to District 4.
  6. Maintain copies of all District minutes, agenda, and correspondence in good condition.
  7. Ensure that the results of the District Election are distributed to District 4 and the Mid- Southern California Area, and that any reports required are promptly sent Process correspondence as required.

Treasurer

  1. Maintain District funds securely keeping accurate permanent records of District funds disbursement.
  2. Validate contributing Group names and registration numbers with the Registrar.
  3. Maintain a record of contributions to the District using the Group’s name and registration number.
  4. Acknowledge contributions to the district promptly by receipts to the contributors.
  5. Make a copy of the Treasurer’s report available to District Committee meetings for approval.
  6. Provide the Secretary with a copy of the approved Treasurer’s Report.
  7. Pass the baskets for Seventh Tradition donations and record the amount
    contributed. (NOT 7th Tradition, but Coffee/Refreshments).
  8. Ensure that District expenses, included the District Post Office Box, are paid on time.
  9. Maintain and update the District 4 bank account signature cards and ensure that the DCMC, Alternate DCMC, and the Treasurer are signatories on the District 4 bank account
  10. Maintain custody of the Treasurers’ records, District self-addressed envelopes, other Treasurer’s supplies, and the key the District Post Office Box.
  11. Place a supply of District self-addressed contribution envelopes on the table at each District Committee meeting for the GSRs to take to their Groups.

Registrar

  1. Maintain accurate records of District officers, District Groups, and GSRs including name, address, and telephone number.
  2. Participate as a member of the District Election Committee and Area Assembly.
  3. Work closely with DCMs, the GSR School Chair, Secretary, Treasurer, and GSRs to keep District Group records current.
  4. Inform the DCMC, the Area Registrar, the GSO Records Department, and/or the conference Secretary of changes in Group or officer information as necessary.
  5. Inform new GSRs of their Group name and number, as it is currently registered with G.S.O.
  6. Distribute and collect attendance sheets at District Committee meetings.
  7. Create and distribute District 4 Roster and reminder mailers before each District Committee meeting, District Steering Committee meeting, and MSCA meetings.
  8. Review and verify the MSCA Secretary’s “List of Eligible Voters” and submit to the DCMC for delivery to the Area Chair.
